Project Harlem incorporated

Project transport

Our goal is to provide seniors with free, reliable transportation that encourages active living—connecting them to cultural events, social gatherings, exercise, recreation, and wellness programs.

A little about me

Project Harlem

My name is Nathaniel Wright, and I am a former Bronx resident, caregiver, through my non profit Project Harlem I created a program called Project Transport—a bold initiative designed to restore freedom, health, and dignity to our senior and disabled residents by providing free, reliable transportation access to the things that make life worth living.

For the seniors

What we do

While traditional programs like Access-A-Ride face funding threats and operational gaps, Project Transport is a locally governed, community-powered solution built to help residents of Morris Houses engage fully in the world around them not just for doctor visits, but for cultural events, exercise programs, outdoor activities, and more.

THE VISION

Being active

This isn’t just about getting to appointments — it’s about getting out of isolation and back into life. Silver Outings provides access to recreation, arts, music, and cultural experiences across the Bronx, along with outdoor and wellness events designed specifically for aging bodies and joyful spirits.

The drive

Program goals

This program will allow us to easily coordinate rides to and from appointments, alleviating the pressure on patients and caretakers. Our goal is to support broader access to essential services for individuals and communities disproportionately affected by budget cuts, or in some cases forgotten, particularly people of color living on low incomes.

The threat

The Big Beautiful Bill

Access‑A‑Ride (AAR) is New York City’s lifeline for over 150,000 riders annually—primarily seniors and individuals with disabilities who are unable to use the subway or bus system. Mandated under the Americans with Disabilities Act (ADA), AAR ensures transportation equity by offering door-to-door paratransit services across the five boroughs. But with an annual cost exceeding $460 million, it relies heavily on a complex funding web.

Loss of Federal Reimbursements

With reduced Medicaid funding and tightened eligibility, fewer AAR trips would qualify for NEMT reimbursement.
The shortfall could cost tens of millions—forcing NYC and the MTA to absorb the difference.

Fewer Eligible Riders = Less Support

Seniors cut from Medicaid may no longer qualify for subsidized transit—resulting in both fewer rides and lower reimbursement rates..

Service Reductions or Fare Increases

AAR may be forced to scale back services, raise fares, or divert transit funds, squeezing an already burdened transit system.

The fallout

Why Seniors Are at Risk

If Access‑A‑Ride services are reduced, seniors could face serious consequences. Many would miss medical appointments, leading to worsened chronic conditions and more frequent emergency room visits. The resulting isolation and depression—already common among the elderly—could increase the risk of dementia by up to 50%. Limited transportation would also mean fewer trips for groceries, social events, and daily errands, forcing greater dependence on others. Meanwhile, the City of New York may be forced to divert funding from vital areas like schools, housing, or safety nets just to keep AAR operational

Together

Grassroots

Project Transport is a proactive solution designed to ensure seniors and disabled residents continue to access essential services, community events, and social opportunities—regardless of federal funding outcomes. Whether or not the “Big Beautiful Bill” passes, Project Transport can supplement Access‑A‑Ride by filling service gaps, reducing wait times, and expanding access to non-medical destinations like parks, arts venues, and senior centers. If the bill is passed and AAR funding is cut, Project Transport becomes a critical lifeline. If not, it still strengthens the system by promoting independence, wellness, and mobility for NYC’s most vulnerable populations.

My belief

It is important

To emphasize transportation as a gateway to a healthy, active lifestyle for seniors and disabled residents.
